Dr. Jessica De Alba-Ulloa

Professor Jessica De Alba-Ulloa has been an adjunct professor at the School of Policy and International Affairs (SPIA) and the Department of Political Science at the University of Maine since August 2024. She also continues her remote teaching role at the Autonomous University of Nuevo Leon, where she has been involved since August 2023, and contributes to the School of Global Studies at Anahuac University in Mexico, where she served for 22 years, progressing from professor to director of the Center for Research on International Relations.

A distinguished scholar, she has been recognized as a National Researcher in Mexico since 2015. Her accolades include the O’Gorman Fellowship at ILAS-Columbia University, a Fulbright fellowship from the U.S. State Department, and the Salzburg Global Fellowship.

In the academic community, she has served as Vice President of the International Studies Association (ISA 2024-2025) and chaired its Committee on the Status of Engagement with the Global South. She also held leadership roles in the Mexican International Studies Association (AMEI). Senior associate of the Mexican Council on Foreign Relations (COMEXI), she has participated in the Atlantic Dialogues, and other key forums.
Her scholarly focus includes International Relations Theory, International Security, U.S. and Mexico Foreign Policy, among others. She has edited the first book on IR theories in Spanish and remains an active foreign affairs commentator. She holds a PhD in Political Science from the University of Paris.
